Nervioso uses estar to describe a temporary state (estoy nervioso = 'I am nervous right now') and ser to describe a habitually anxious personality (es muy nervioso = 'he is a very nervous person by nature'). The same ser/estar distinction applies to many emotional adjectives in Spanish.
