Concretar means to pin something down or make it concrete and definite: concretar una fecha (to settle on a date), concretar los detalles (to finalize the details). The reflexive concretarse en means 'to boil down to' or 'to amount to'. It is not a false friend with English 'to concrete' (used in construction).
