Usage Note
Concernir is a defective verb: it is normally used only in the third person (concierne, conciernen) and only in the present, imperfect, and compound tenses. The standard phrase en lo que concierne a means 'as far as… is concerned'. It is formal; afectar or atañer cover similar ground in everyday speech.
