Articular means both to pronounce sounds distinctly and, in a broader sense, to organize or coordinate different elements into a coherent whole (articular una respuesta, articular políticas). The second sense is the dominant one in political and journalistic Spanish. It is a regular -ar verb; the reflexive articularse means to be structured or come together.
