Enmarcar is a regular -ar verb (with the spelling change c→qu before e: enmarqué). It means to put a frame around a picture and, figuratively, to set a context or framework — enmarcar el debate ('to frame the debate'). The reflexive enmarcarse en means 'to fall within the scope of' and is common in legal and policy texts.
