Agrupar means to bring things or people together into a group, and is often used in administrative, scientific, or organizational contexts: agrupar países por región ('to group countries by region'). The reflexive agruparse means 'to gather' or 'to band together', as in los vecinos se agruparon ('the neighbors banded together'). It is more neutral in register than reunir, which implies a deliberate meeting.
