Seguro means both 'safe' (un lugar seguro) and 'certain/sure' (estoy seguro de que). As a noun el seguro means insurance (seguro de coche) or the safety catch on a gun. With ser it expresses an inherent quality (es un barrio seguro = 'it's a safe neighbourhood'), while with estar it expresses a state of certainty or security (estoy seguro = 'I'm certain'). The adverb seguramente means 'probably' more than 'surely' in everyday speech.
