Usage Note

Refrendar means to countersign an official document to validate it, or to ratify a decision by a second authority. In politics it often describes a minister refrendando a royal decree. It differs from referéndum (a public vote): the noun refrendo refers only to an official counter-signature, not a popular referendum.
