Quién (with accent) is the interrogative pronoun for people; the unaccented relative pronoun quien (and plural quienes) means 'who/whom' in relative clauses: la persona con quien hablé ('the person with whom I spoke'). Quién is always singular even when referring to a potentially plural referent in a rhetorical question: ¿Quién sabe? ('Who knows?'); the plural interrogative is ¿Quiénes?.
