Fletar primarily means to charter a ship, plane, or bus for exclusive use — fletar un avión ('to charter a plane'). In parts of Latin America (especially the River Plate region) it can also mean simply 'to hire' a vehicle, closer to alquilar. The noun flete ('freight, charter fee') comes from the same root.
