Dicho before a noun is a formal determiner meaning 'the said/aforementioned', common in legal and official writing: dicho contrato ('the said contract'). It is also the past participle of decir ('to say'): lo he dicho ('I have said it'). The noun un dicho means 'a saying, a proverb'.
