Cobrar is used when the seller or service provider receives money (te cobro diez euros = 'I'll charge you ten euros'), while pagar is used when the buyer pays. It also means to cash a cheque or collect a wage (cobrar el sueldo). The reflexive cobrarse can mean 'to claim lives' (el accidente se cobró tres vidas).
